Introduce yourself to her with an extended hand and ask her name. Respond with "It was very nice meeting you." Now that she knows you are a gentleman and you both know each other's names, ackowledge her every time you see her, say a few words every now and then, spark up a conversation, and by doing this she may find you are interested in her. Eventually you will get to know this girl and find the courage to ask her out on a date. The movies would be a good starter because you dont have talk too much during the show and when the shows over, you can talk about the movie and not feel like you dont know what to say.

It depends how old she is..if shes over 21 you need to mature up meaning you need to portray a man. In my experiences women only date younger men when they act older. No women wants to date their son or little brother but they might consider to date some one their age if they appear to be mature enough. So if they are 21 or older man up.
