A spark is formed due to opposite charges by friction. As soon as the opposite charges come in contact, the electrons get transferred and the charges neutralized. This happens extremely quickly as the speed of moving electrons' is massive.

Doesn't have to last for a fraction of a second. Can last for an indefinite period of time, as long as the energy source driving it sustains it. Most sparks we know come from some stored energy, like lightning, and once the energy is spent, the spare is extinguished. Have a look in wikipedia under the subject of Tesla and there should be the classic picture of him in his laboratory surrounded by man-made sparks. He is reading a book.

There are different causes for a spark.
(1) An impulse- that is, a high voltage for a short period of time
(2) Charge storage- as in the case of capacitors
(3) Cumulation of opposite charges-as in the case of lightning
Any way,spark is swift.The reason is that the energy is being deteriorated by the occurence of spark.
There should be a high voltage for getting spark.That high voltage is getting discharged when spark happens.
