Although cats aren't covered by leash laws, due to the fact that their roaming is actually good for the city (they get rid of mice and other neighborhood pests), your neighbor could possibly sue you for damages the cat does to their Rotts (so long as the dogs are on a leash or contained on their own property). If the cat attacks the dogs while the dogs are also roaming, there is nothing the neighbor can do.

However, if the Rotts injur or kill your cat in retaliation to the attack while your cat is in their territory (on their property), you have no recourse of action.

You could consider de-clawing the cats front paws, but that would prevent the cat from being able to defend itself.

My friend's Rottwieler was kept in control by their house Rabbit.
You cat has found an easy prey,I don't think that the Police can do anything about a cat.

considering they keep calling the law enforcement officials for the canines taking area in with the cats actual? If its commencing to harass you call the law enforcement officials and be conscious how the friends experience about having the law enforcement officials suggested as on them. in case you do not prefer to attempt this bypass over to the friends domicile with some cookies or brownies and characteristic a communicate or debate or some type of communication about the cats entering your backyard and in the adventure that they don't look to be confident then both flow or discover out how they are entering into.

First thing I would do is talk to the neighbor, and once the start complaining, simply say something like " ya know its funny your two big bad rotts cant handle a little kitty" laugh and walk away....
let them call the police, it is not the job of any local police to handle animal problems.
