if you are talking about trains, the MAGLEV in Shanghai would be the fastest, but it isnt a legitimate "train". it doesn't even use rails. if you want to know the worlds fastest regularly scheduled train, it is the Lightning Train in Japan, which travels between Kyoto and Tokyo. It is the worlds fastest regularly scheduled train, with and average speed of 186 MPH.
