Hot chocolate is meant to be with milk, at least it is everywhere else in the world.
It's just that we have an addiction for boiled water here, so we end up making hot chocolate purely with the chocolate mix and water, and that ends up tasting like old sock juice.

Chocolat chaud IS with milk.

Add the chocolate to the cups, then heat the milk to just under a boil and add to the cups. This will allow the milk to melt the chocolate and make it easier to mix together. Alternatively you can start heating the milk in a pot then add the chocolate to the milk and stir until the cocolate milk reaches temperature.

Of course it can be used for hot chocolate i love . All you do is heat the milk then put the nesquik and then you get a hot chocolate.

The way I make it with the mix, is by using milk in place of water. I like to heat the milk on the stove because it make it a little frothy. Stir the milk so it doesn't stick to the pan.

it works just fine. You could premix it then heat it in the microwave, or heat the milk and mix, your choice. it'd probably even mix better with hot milk.
