Typically about standards compliance

To test protocol stacks like TCP/IP testers typically use a reference engine that implements the protocol such as the Avalanche product (formerly of Midnight Networks). The test tool is compiled from the RFC spec for the protocol itself and can generate all the state-transitions defined for the protocol. You test your shiny new protocol stack against the certified reference engine, and if it passes, your product should (*) be able to interoperate with any other product implementing the same protocol to standard.

In networking there are many different protocols to certify compliance with. And there are compliance test laboratories like the University of New Hampshire that provide interoperability, and compliance testing services.

There are many other standards for sofware systems out there, each of which can be tested against the specification to ensure compliance.

(*) unfortunately, compliance testing does not always guarantee interoperability. This is usually due to ambiguity in the specifications or the implementation of the reference engine.
