How do you do that vector, smooth, anime-like effect in photoshop?

You need a vector drawing program to do real vector drawings.
Like Adobe Illustrator or Corel Draw.

Unless they've added something or I missed something, you can't. The best you can do is to make the document dot-pitch small enough that pixels aren't apparent at the zoom levels you use. Of course, the document size zooms when you do this.
