Is it rude to decline/ refuse a red packet if the person giving it to you has never met you, is not a relative but is your friends mother? Are people offended when this happens? Cuz some people might feel weird taking red packets from pple then don't really know.

Red packets are given as well wishes to you for the New year. So there's no need to decline as people who give them to you will normally not want to retract their red packets. So just take it and thank the person.
