What does the "H" in the "HBE" stand for? i know the "BE" it's "Borg El-Arab" but what's the "H"

The International Civil Aviation Organization, ICAO, code for Egypt is HE. The ICAO code consists of 4 letters. The International Air Transport Association, IATA, 3 letter airport code is more commonly known. It's the code is found on baggage claim tickets, etc. Perhaps the IATA code (HBE) for the Alexandria airport incorporates the ICAO country code for Egypt.
