You need to get below the frost zone. A 4' high wall is not very heavy. I assume you meant 1' deep x 16" wide. I think 1' deep may be overkill. 8" with 3 - # 4 rebars (longitudinally) will be quite strong. Tie your upright #4 anchors at 16" o.c. to the middle long. bar.

As for the soil, it should be stiff and not sloppy. Dig out any soft or sloppy soil and backfill with granular fill. Set your forms and use a spinning level to make sure the forms are true.

It is a pretty basic project.

you should include some horizontal rebarsespecially in the bottom to take care of tension stresses that will develop when the footing bridges a soft spot. a couple of bars in the top may be useful also. The precise number and size of bars is very dependent on the soil on which you are building. In effect what you are asking for is a free course in soils engineering.
