When dogs live together all the time when the female goes into season the male will only breed her at certain times.
Most females will "stand" for about a week in the middle of the season. Most males will only try to breed them every other day or so.
So what you are seeing is normal.
As for it being risky to castrate at 8 it is not. They would do an anestesia pre check just like for any dog and castrate with no problems.
They would put your dog under to do a dental cleaning and that is the very same as a spay or neuter surgery no more risk that that.

Your male is worn out ofter the howl nights trying and needs his rest during the day to build up strength for trying again. Dogs always fall a sleep after doing it because it burns allot of energy, even if it is only to trying to succeed. How old is your female?
