Put a penny in an aluminum beverage can, and swivel to tab so the penny doesn't fall out. Each time they begin this, rattle the can..and then call them and offer a distracting toy.. No need to say anything, just rattle the can loudly, as this soon makes it an unpleasant act..
Don't let them work out who is dominant..YOU are dominant, and they have to respect that YOU make the choices..Otherwise JRTs will walk all over you..

Have them neutered when they are six months, or when they lift leg to pee, whichever comes first..

The behaviour is nothing to do with sex - they are trying to establish which is top dog. If they have trouble working out which one of them is the boss you could well have problems with fighting in the future - one of the reasons that it's not a good idea to have 2 puppies of the same sex so close in age. If you do, try having ONE (not both of them) castrated, it must be the one who seems to have the lower standing.
Good Luck

Just cuz he's humping your leg don't mean he's ready to be a breeder. Scold him, don't let him become a leg-humper. JR's are super cool dogs but a leg humper is a pain in the butt no matter how cool or cute he is. For stud service he needs to be at least a year to a year and a half old.

They are just babies playing. You can look back on it and laugh. My two year old sheltie male still tries to mate my friends black Labrador male, though I wouldn't admit it to anyone.

This is not mating. Your dogs are just showing their affection and acceptance of one another. Just as smelling each other .Please don't forget to give your dogs exercise. It'll help with all the energy this breed has.

Put up with it until they are 6 - 8 months of age and have them neutered. That will usually stop it.

Have one of them done so as not to cause unwanted pregnancy. I think that is the sensible thing to do as you dont want to have the bother of finding homes all the time. As they are older it probably best to have the boy done but it also good to have girl spade as this will stop her getting infections later in life

Are you saying that you have a homosexual pediphile dog forcing itself on the other? Or a homosexual pup that is either confused or just likes them older?

Separate the cats. See how they react without each other. Sell one to another person and see what happens. Or, if that doesn't work, try getting FEMALE cats for one or both cats and see what happens.
