As a teacher I have used "exam-time" to do exactly that. I had a crush on one of my freshman college students a few years ago.
She actually caught me looking at her but she didnt seem to mind. She started wearing some really sexy outfits, glasses skirts, etc and she even wrote me a paper on how to give a really good, wait I forgot the question. well you know where I was going. Its a plain simple answer, he likes you, give him a break he was very embarassed after you gave him the look and he probably would never own up to it anymore......

How can you be so sure he was looking at you? There were 400 people in the room. He may have been looking in your direction but his mind was wishing he was any where but in that room with 400 sexually inquisitive students.
He may as someone already said be suspecting you of cheating.
I was doing a course once and there were only a few people in the room. One of the other students was looking in my direction.
The girls next to me suddenly blushes and tells him to stop looking at her. He turned around and said he wasn't looking at her he was looking at me. I did not even notice.
This Professor could have been looking at the person next to you.
Don't be so conceited. It is not very attractive.

It happens again. Another egocentric person who thinks the world revolves around you. It must be true. He was thinking about you and only you.
Look one thing you need to know about starring is that the thing you are looking at often has nothing to do with what you are thinking about. That is why people stare because they phase out and start thinking about something completely different.
When you stare at the wall thinking about something important are you thinking about the wall? I think not!

It could mean anything. If you felt uncomfortable though, then I say go with your feelings and keep a distance from him. Always follow your instincts.
Good Luck
