You need to leave it open in the sense that there should be no stitches. You never close a bite because it can trap bacteria under the skin and cause a nasty infection. Treat the bite with triple antibiotic ointment and you can put a loose bandage over it to keep the dog from licking at it. Or put a e-collar on the dog so she can't lick at it.
Watch the area close for any signs of infection, if it gets hot, swells, or has puss take her in to the vet. Other wise keep it clean with warm water, no peroxide on open wounds it damages tissue and will make it take lots longer to heal.

Leaving it open helps it heal faster. You can make or go to the vet and get a cone thing (i forget what there called) and it goes over there neck. It prevents them from licking wounds and pulling out stitches etc. Also if the dog goes outside you should wrap up the wounds to prevebt infections and infestations.

As far as your dog, I'd take him to a veterinarian to be treated.
As far as the other dogs, I'd blow their brains out the back of their skulls. A 12 gauge slug works well for this, buckshot works equally well. From a distance, a high powered rifle is quite effective.

You can bandage them, if she will leave the bandages on..Actually, her licking the wounds shouldn't be too harmful if she doesn't overdo it and keep them too sore/raw.
You can also use the spray on bandages, from the vet's, or from the pharmacy..
