To make all present, comfortable and relaxed. To open a path for conversation, or any project.
The origin of the phrase: Earlier when people started settling at river banks, and started trading, during cold weather, they could not travel in the water due to frozen icy water. Small sturdy ships known as ice breakers were made and effectively used.
Thus the term has originated.
