DC is actually a city and not a state (it stands for District of Columbia),and the areas within are neighborhoods. It's divided into four section(quadrants)..

Northwest,Northeast,Southwest and Southeast

The Northwest section is the most desirable residential area of the city. Some of the neighborhoods here are: Georgetown, Dupont Circle, Logan Circle, Adams Morgan, Woodley Park, Cleveland Park and Tenleytown.

The Northeast section is varied, with nice areas like Capitol Hill, Brookland and areas far north near the Maryland border...otherwise there are some rough areas in the central and eastern sections.

The Southeast is the worst area in terms of overall crime and poverty.It extends across the Anacostia River. Nice areas exist (close to the Capitol) and include Eastern Market and the area around the Capitol South Metro.

Southwest is kind of weird, it was an unfortunate victim of "urban renewal" in the 1970's...where block upon block of ghetto rowhouses were torn down and replaced by many "modern" highrises that are mostly rather ugly dated concrete complexes with little or no landscaping. It's a very small area compared to the other three because it's lower half is cut off by the Potomac River. Originally it was supposed to include part of what is now Arlington,Virginia.

DC was once split up into Columbia County and Washington County. Georgetown was the actual county seat of Columbia County due to formerly being part of Maryland. In 1871, the two counties were merged into what is now Washington, District of Columbia.

Capitol Hill is not a city - just a neighborhood. If you visit the DC Government website, I'm sure you'll find all the neighborhood names you're looking for:

Adams Morgan, DuPont Circle, Georgetown, etc., it depends on which quadrant you visit, NE, SE, NW, SW, some areas are safer than others. Check out the areas before you visit.
