if you ask out of concern for the dogs, i would say adopt them. start taking in stray dogs, and try to get them to a loving home. it would be an amazing thing you could do for your community.
if you ask out of annoyance at their existence, i would say you can really only deal with them on an individual basis. call the pound or animal control, etc. plus encourage your friends to get their dogs fixed.

The number one reason why people abandon or surrender their animals is that they are moving to a place that doesn't allow pets. If the laws that allow the majority of property owners to refuse to rent to families that own dogs were changed, it would make a big difference to a lot of people, and a lot of dogs. I would gladly pay a pet damage deposit to my landlady just to prove that I am serious about being a responsible dog owner, but that option is not available to me. As long as dogs are prohibited in rental housing, people will abandon their dogs so they can move into a new home, and as long as spaying/neutering them costs a fortune, people will refuse to have it done. The government can make changes here. The states can work toward tenancy laws that are fair to both tenants and property owners, and they could pay for sterilization too. The only alternative is to euthanize these animals, and that is a tragedy when so many families would gladly take one, but can't.

Educate people about the responsibility of sterilization as owners. The population of the animals would dwindle rather quickly (except in cities where food is plentiful). In the wild the animals life expectancy is not nearly as great as domesticated, housed animals. If all else fails we can genetically alter cats to be 6 feet tall and they in turn would hunt the dogs.... :)

Make it illegal to own pets. Have service animals for the blind, animals for food, etc. But to just keep an animal for your own selfish pleasure is just another form of self indulgent slavery.
Animal ownership has just gotten too crazy. Animals are not human babies. They are not "Children". They are not an excuse to milk money from the guy who hit your dog with a car because you were too stupid to handle or train your animal correctly. People who think animals are children are a bit whacko.
Certainly love and care for them. Admire them. But the number of stay pets proves we do not deserve them. Get a fish. that way, when you don't want them anymore, at least the rest of the community does not have to deal with your selfish ignorance.

I get my Dogs from an adoption agency, the last doggle I got was "Holly", I got her from "Last Hope", a group of housewives that collect dogs that are slated for an appointment with the "Henchman", and finds them good homes, I met "Holly" and almost said "This dog would be perfect for Hunting (Bird Dog)", the woman informed me that the Dog was given to someone but, they found out he was going to use the Dog for Hunting, so we took him back". I don't hunt but, I thought to myself "Dogs LOVE Hunting, thats like "Dog Heaven" to them".

best thing you can do is keep yourselves away from the dogs. if you cant then there are several things you can do to protect yourselves. firstly place your hands on your chest and dont stare at the dog. you can also pretend to be throwing some food stuff away so that the dog diverts its attention and goes to inspect the thing
