And if I pay taxes on someone's SSN, can have a tax refund from it?

If you don't have an SSN, you must apply for one if you're eligible. Using someone else's SSN is a crimminal offense and any attempt to use it can land you in jail.

If you're not eligible for an SSN, you must apply for an Individual Taxpayer Identification Number (ITIN). File Form W7 with the IRS to do that. If you're filing a tax return, you can attach the W7 and proof of ID to the return and leave the SSN blank on the tax return. The IRS will process the W7 and assign an ITIN, apply it to the return, and process the return.

When you have your taxes prepared, the tax preparer will apply for a ITIN which will allow you to file your tax return. It is a very easy process.
