Then God is righteous and just. He does not make it easier or harder for people to be saved. The thief on the cross had a simple one statement of faith belief. "Remember me when you come into your kingdom." Jesus replied "This day you shall be with me in paradise." The thief did not say he was sorry, was not water baptized, the situation would not permit. But he was saved.
God wants people not to perish. Therefore salvation is simple and made to rely on Who and What Christ is, NOT ON WHO AND WHAT WE ARE. Christ's accomplishments and not our failures are the key issues, Agree?

The last part of your question, I did not quite understand, but I wish to comment on the thief on the cross.
God is not a respector of persons. The same plan of salvation applies to all who live under the same law, during the same era.
The thief on the cross lived during an age when he was subject to the law of Moses.
After Christ died and rose again, the New Testament came into effect. By then the thief on the cross was already dead.
Also, Jesus gave his command about baptism after he rose from the dead. By that time, the theif was already dead. The theif, therefore, could not have obeyed a command that was not yet given during his lifetime. Also, the death, burrial, and resurection of Christ that baptism now represents had not yet occurred. The thief could not have been baptized with Christ's baptism.
Finally, the theif had contact with Christ at his death because he was there. We contact Christ's death through baptism (Col. 2:12). Romans 6:3-4 says, "Know ye not, that so many of us as were baptized into Jesus Christ were baptized into his death? Therefore we are buried with him by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life." Notice we are "baptized into Christ". We cannot be saved out of Christ.
After Jesus rose from the dead and gave his command about baptism, everyone from that point forward is subject to that command. In fact, every example of a conversion after that point specifically mentions baptism in the Bible.
Jesus said "He that believes and is baptized shall be saved". (Mark 16:16)
Some teach that one believes, is saved, then he shall be baptized. This is not the same thing Jesus said. It is not in the same order.
What would Jesus have said if he had meant "He that believes and is baptized shall be saved"? I believe he said what he meant and meant what he said. I believe Jesus! "He that believes not shall be condemned." (Mark 16:16)

Its easy and also very hard. Becasue its spiritual truth that we need to embrace with our spirit. Unfortunately too many believe God just with their mind and not also with their spirit. Therefore the hit and miss result, whereas God is never changing.

Clearly you haven't read Ephesians 1:4 - 5 According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love: Having predestinated us unto the adoption of children by Jesus Christ to himself, according to the good pleasure of his will

Romans 8:29 - 30 For whom he did foreknow, he also did predestinate to be conformed to the image of his Son, that he might be the firstborn among many brethren. Moreover whom he did predestinate, them he also called: and whom he called, them he also justified: and whom he justified, them he also glorified.
God deturmined before the foundation of the world who would be "saved" God Predestined them to that!

In BOTH cases the names were in the book of life BEFORE THE FOUNDATION OF THE WORLD!

What if God, willing to shew his wrath, and to make his power known, endured with much longsuffering the vessels of wrath fitted to destruction: And that he might make known the riches of his glory on the vessels of mercy, which he had afore prepared unto glory,
