Well that would be just like people saying hi, nice penis. It's inappropriate behavior. There are other things you can compliment a woman on such as her figure, eyes, hair, skin, but not the breasts. I think it can be a bit intimidating for women to hear this but i also think that you need to say it at appropriate times.
I have close male friends who when we go out will say that I look nice and my "****" look hot. I don't mind them saying this because we are good mates but if it is a stranger saying this it comes across as sleazy.

personally i dont mind if somwone says that but my husband would. its probably because woman think that all men think about is s*x so we would find it degrading, witch is true to a point.......why would you be looking at a girls breasts anyway?
