How do i make "outlined text" stand out in photoshop or illustrator?

im looking to take outlined text over a photo and make it stand out.
ive done it in photoshop/ illustrator in graphics class.. but thats been awhile.. just wondering what tool it is.

Use the Bevel Tool, or emboss, dif effects on each
