Open the photo

Filter >>>Distort >>>Glass

Distortion - You can make it more or less
Smoothness - more or less
Texture - you can change this to block, cnavas, frosted & tiny lense

You can also change the scaling in there to make it larger or smaller. Play around with it. Lots of different options to make it look cool.
