I hate it when someone is not responding when Im talking with him or her cos if he is cross with me I have a right to know .

Yes its very rude. There is nothing I despise more than that. Just tell your self they should be lucky you are even willing to utter two words to them in the first place. That thought rolling through my mind usually helps.

It`s very rude to ignore the questions and/or comments others speak with you about, I have never been able to understand why some people are like that, it takes more energy to ignore the other person than it does to give them a simple answer, I believe people sometimes get the idea that they are above answering questions they deem as stupid, weather stupid or not to the person asking, then again, perhaps the questions you are asking are questions that are uncomfortable for the person being asked. I think the thing to do in a case like this, is get the answer else where, or skip it, and wait to see if they answer at as later time. This sounds a lot like a control issue, he uses this type treatment to make a statement about who is in charge, basically a macho thing, usually men grow out of that around the age of 55, to 75 years.

I am in the same situation. Sometimes people just don't want to let you know by ignoring you. It sucks but what can we do.
