Its a stain. It comon around gum-lines and its where you haven't brushed well enough. Stains start off yellow and from there you can adapt better brushing habits and it'll go away. If it sits too long it forms a nasty brown color. It's very hard to remove if possible at all. Its permenatly stained unless you have surgury done on it.
