There are no verses that condone the consumption of alcohol. You may hear people saying that some qur'anic verses abrogate others. That's true, but in reality, there is no contradiction. Alcohol was always viewed as reprehensible and something that is best avoided. But to ease the transition, the prohibition of intoxicants was introduced by stages; in the end, they were eventually made completely unlawful (i.e. 2:219, and 5:90-91). Verse 4:53 was a general verse (that's why you and other people have heard that alcohol is acceptable when it is not consumed in large amounts), but God revealed more specific verses to make the matter clear. Read the verses carefully, and you will find a consistent message. By the way, these are all the verses pertaining to intoxicants (i.e. alcohol, drugs, etc...)
"You who believe, do not come anywhere near the prayer if you are intoxicated, until you know what you are saying." 4:53
“They ask you [Prophet] about intoxicants and gambling: say, ‘There is great sin in both, and some benefit for people: the sin is greater than the benefit.” 2:219
“You who believe, intoxicants and gambling, idolatrous practices, and [divining with] arrows are repugnant acts – Satan’s doing: shun them so that you may prosper. With intoxicants and gambling, Satan seeks only to incite enmity and hatred among you, and to stop you from remembering God and prayer. Will you not give them up?” 5:90-91
EDIT: BTW, the rivers of ginger and wine in Paradise that you read about in the Qur'an: they do not cause intoxication, nor can their taste be compared to their current one on earth. So don't think it's hypocritical of God to allow wine in Paradise, but not earth. "A drink will be passed round among them from a flowing spring: white, delicious to those who taste it, causing no headiness or intoxication." 37:45-47

I am not well vered in the Quran. But it is my understanding that the prohibition is against "the fermentation of grain or grape." Wich, to me, means they could drink tequila, which is made from cactus flowers.
