The general rule of 7 human years being equal to one dog year isn't true the first few years of a dog's life. That may hold true in later years, but not at 13 months.

At 13 months, your dog is between 10-14 human years (depending on the breed). A smaller dog is already physically mature (that is, closer to 14 human years) while a larger dog is still developing. Remember, after 9 months, most dogs can procreate, while no 5-7 year old human can. Hence why that generic "7 human years to 1 dog year" is wrong.

I've provide a link to a nice conversion table below for dogs 5 and older. It take into account the dog's size. In general, smaller dogs live longer, hence a 13 year old small dog is "younger" than a 13 year old large dog.
