You need to call your vet and ask them to recommend a formula and teach you how to feed them. There are actually quite a few ways to feed them, the most common is bottle feeding, but you can also use an eye dropper or tube feed them (which I do not recommend unless your vet shows you how to do it).

By 4 weeks old she has had enough and you should have already introduced puppy mash. Get a good quality puppy kibble add hot water or puppy formula and let it soak. Once it is soft put it on a cookie pan. With a litter this large I would suggest using two pans. You will need to help them get started. Allow them to eat as much as they want. When they walk away pick it up. Offer this 3x per day spread out equally through out the day. Now is the time to gradually start cutting back the dams food intake. I would also advise to keep her out while you allow the pups to eat or she will want the puppy food. Keep a fresh bowl of water for the pups now. It will take them a little bit to get used to drinking water but they will get the hang of it.

get a bottle. and go to your local petsmart and see if they have any milk(the kind for puppies). or you can feed the nursing mother a different dog food and make sure you feed her way more then u usually do. just read the back of the bag and under nursing.

Take them all to the vet ASAP! Mom may have a variety of problems, from a problem with her milk let-down to mastitis, and the pups will certainly die if they do not receive food soon. If you can't get in to your usual vet go to an emergency vet now! They will figure out what's wrong with the mama and if she cannot feed the pups they will show you how to bottle or tube feed them.
Good luck!

I Had a litter of Cocker Spaniel pups that the mother was not very good. The first pup she would not feed at all, went to the vet and he had us mix up 1/2 half and half an 1/2 heavy cream and one drop of vodka from an eyedropper. He said the vodka was supposed to stimulate sucking. sounds strange but my wife and I tried it, It worked, we took turns coming home from work every hour to feed it. The pup grew nicely and ended up winning some small dogs shows in the Midwest.
I didn't keep in touch to find out if he had to go to AA meetings later in life.
