Absolutely! There are many beautiful parks in Milwaukee. Check out http://www.county.milwaukee.gov/router.asp?docid=9061
for listings of all of the parks which allow weddings. There is a permit fee of $275, which includes a photography permit.

Greenfield Park would be my choice -- it is beautiful, especially in the spring and summer, and you are allowed amplified music. One downside of that spot would be that there is a waterpark, so during the season when that is open, there may be quite a few people there for the water park.
