Initally, most every windows operating system has a lot of bugs when they are first released. This is because they only have so many programmers tweaking it that it is impossible to search out every bug.

I always consider the initial release of the operating system as noting more than a public Beta test. There are bound to be some people out of the billions on this planet that will find something that the programmers missed.

You'd be hard pressed to find any OS without a single bug ever in it. Windows XP when first released seemed to have many bugs but that's normal for an new OS release. It's been out for years now and has far less, yeah new ones will probably show up but they usually get resolved rather quickly. The important thing when using Windows XP is to get all the critical updates so most of the bugs are sorted out.
