Any time mail has to exchange hands from one authority to another. Say Post Canada ---> USPS, there is going to be a low down in the mail. It's just the way beauracracy works. It's too totally independant systems at work here and so communication will be limited.

If I hand a letter to person A, persona A hands it to person C.

But if I hand a letter to person A, and person A hands it to person B, then person B hands it to person C; you can then see why the transaction can take on average twice as long as it would normaly take if there were only one person between point (A) and point (B) to intercede.
