I'm not sure it is really quantifiable. But in general terms the more skill you have, and the longer you play, the better you will do. In any given hand luck is a major factor, but over time skill will always win out.

In the short term it's probably about 50/50 skill vs luck. In the long term it's probably about 95% skill and 5% luck.

If you add a time factor the question can be answered. The longer the time frame (days, months, years, decades) the more skill will be rewarded. Daniel Negranu once said "anybody can beat me in a given hand but let me play that person over a period of a year and I will have all his money".

All people play a littltle differently and make decisions based on the odds: If they are a knowledgable player. The variable is the ammount of risk a player is willing to take; therefore, your question has no definite answer and is, ultimately, unanswerable.
