If you are fortunate to live near a branch of the National Archives, then it is free.

Check your local library. Many libraries have subscriptions to Ancestry.com or Heritage Quest. Both Ancestry and Heritage Quest have the complete census for all years. The libraries have it available free for their patrons. Some even have it where you can access it at home through their website using your barcode on your library card.
