It depends on the state you live in. Some states actually have laws against selling cinnamon oil because people were swallowing the stuff and burning their throats.

In most states, you can get it at either a drug store, a grocery store, or at places that specialize in cakes like a Wilton store.

The plastic wrap isn't allowing them to dry. Soak the toothpicks in the oil and then place on a rack (to allow for air circulation) at room temperature until they are dry. They should dry in an hour or two.

I used to make these years ago in Junior High..........(they sold really well!)........my resource was the local drugstore for the extract. Below, I have included a link that may be of interest.

Check out Michaels or Joanns. It will be in their cake section. If you don't have that in your town...look for a local cake and candy supply store.

grocery stores wont have it go to a cooking store or a specialty cooking store grocery stores usally carry candy making oils usally just peppermint,,,,wintergreen,,,lemon
