No - it is phishing. Some low-life is trying to get your personal information.

In Yahoo Mail, options, General Preferences, indicate to display full headers.

When you receive one of these notices, carefully open it and select the header and message. Copy.

Go to Compose, and paste in the message box.

Send to reportphishing@antiphishing.org.
Hopefully they will be able to shut this person down.
