I have bipolar and being treated for that and Obsessive disorder. Lately I've been so overly outgoing that people are starting to get freaked out(they pointed out stuff I didn't realize I was doing).

Well that is entirely possible. Have you neen taking your medication regularly? If yes and the behavior is still eveident then you may need to have a revison of your medication.
Discuss this with your regular physician and arrange a review.

For ME, it is a sign. But everybody is different. I happen to be quite introverted, so if I'm joking and chatting people up like I'm working a party, definitely I'm at least hypomanic, anyway. Every bipolar person, after awhile, needs to work out a checklist of signs they are going manic, and those that show they are getting depressed, or mixed moods, too. Good to let loved ones know, too. That way you can nip symptoms in the bud.

Not necessarily, since your symptoms are relatively new I would check with your doctor about side affects from medications you are taking. New side effects can occur at anytime while taking meds not just in the beginning
