Maybe is one of these:
1. flat sole feet, this will get you tired faster and your muscles will tend to get cramps, since the effort and direction of forces are not the appropriates. Your knees will tend to go inwards and your muscles will automatically try to compensate this.
2. Lack of calcium or either dehydration, or even both together. When you haven't got enough calcium your muscles will tend to get cramps faster since there's not enough compensation against an acid fred by your muscles cells. If due to dehydration then you won't get enough blood circulation to the muscle since your organism will automatically send the blood to the most vital organs.

This obviously doesn't happen to YOU because of lack of warming up previous to the excercise, since walking is a way to warm up.

Even lack of ventilation could cause this, make sure you breathe correctly and through the nose. I don't know if you have asthma, but i tell you, by own experience, that asthma won't cause this, unless you push yourself and keep on excercising when you feel with lack of air.
If none of the named above works out, then get a doctor, who'll probably ask for you to get a blood test, since your problem will then be something more serious.
Good luck.

Sounds like you need to do some stretches before getting on the treadmill. Also, start out slow and gradually increase the mph. You may be going too fast too soon.

Try doing a slow warm up, then some leg and calf stretch exercises (like pushing against a wall with both hands and one leg in front with the other stretched behind you, heel touching the floor).
Only after that do your jogging or fast walking.
