It looks like there is enough space? I have made many safe illegal U-turns.

Because when you make a uturn the person at the intersection to your left can't tell if you are just turning left or making a uey. Normally if the person to your left isn't restricted from turning right on red you aren't allowed a u turn.

It really depends on the past history. If there have been a lot of accidents at a particular intersection it will probably be illegal at that point.

Too dangerous. That intersection may have left and right turn arrows and you wouldn't know what cars are going to move.

I would suggest that the accident stats would suggest that it is not safe to do so.
It just another case of a group of irresponsible people stuffing things up for all of us.

for safety and if it is an emergency closing driver use U-Turns.

because some people drive like ******* and may hit someone and kill them dead.
