get some heal balm, this works great for dry skin, the itch may be caused from the dead dry skin flaking, though it also could be a skin condition, if the itch and dryness improves with heal balm within about 3 week period applying twice daily alls well, if not seek medical advice. If your a diabetic, or have vascular disease go to a podiatrist for a review, as dry itchy feet can develop into ulcers and other issues if not cared for correctly.

If the bottom is dry use a pumice stone to get rid of dead/dry tissue in the shower. Right after a shower/bath put on vaseline lotion or another lotion for very dry skin (not that scented expensive stuff) and put one some socks!

They even sell special foot lotions and 'special' socks but who knows if they work any better.

First of all, make sure it is not athletes foot, and if it is I believe there are over the counter remedies to help with this condition. If it is not Athletes foot, try putting a very rich moisturizer on your feet at night before bed and then wear a pair of cotton socks all night. That should help them retain some moisture.

Sometimes it's not so much what you're putting on your skin as what you're putting in your mouth. If you suffer from a lack of essential fatty acids (EFA's) then you'll have dry skin and not just necessarily on your feet though that's where I show an EFA deficiency first. Try taking fish oils, they sell them in most vitamin stores and even in Sam's Club or Costco.
