youll have to remove the water by removing the bulb and draining . ford has a tsb for this concern. sounds cheap but they run a silicone bead arond the seams of the lamp housing and socket.

The only thing that you can take apart is removing the bulb. Once you remove the bulb you can use a blow gun and compressed air to help dry out the lamp assy. But do you have water in them or are the just very hazy? Usually the outside of the lamp gets a hazy finish. If this is the case you could use a plastic polish and shine it up a bit. There are headlamp polishing kits available for around $30 at parts stores.

Yes, this is a real problem. Over time they do get dirty inside with condensation build-up. I have removed the bulb and worked a rag into the light assembly, being very careful to leave a corner of the rag sticking out (to retrieve the rag). Then take long screwdriver or other suitable tool and work the rag around inside the assembly being careful not to scratch it. This isn't perfect but it works reasonably well.

You mean Aerostar, perhaps? I didn't know they make Windstars that far back. The headlight cover on Aerostars can be opened and wiped, then you'd need some rubber gasket to prevent more condensation from getting in. Search for cracks around the edges and where the bulb goes in.
