There are always different guy coming up to me and asking for my number. If you don't want to give them your number, what is a polite turn down?

Tell him that your number is unlisted and you don't give it out.

Tell them politely that you don't give out your phone number to stangers. If they would like to ask you out on a date, they could do so right away and make arrangements on the spot, otherwise, you are not comfortable giving them your number.
Do not apologize, you have a right to feel any way that keeps you comfortable.

you can tell him you're in the phone book, unless he already knows your first and last name.
or "I'm sorry, I don't have a phone"

tell him you just dont want to... or you dont think that its a good idea, if he ask why tell him that you dont feel like telling it to him...
