Which non-NATO country has the biggest navy? The most technologically advanced navy?

Russia. Depsite the fall of the Soviet Union, Russia still maintains a large fleet and their technology is still superior to any other non-NATO country.

Russia by far.

China has a fairly small navy - only few subs yet, although they're expanding.

Russia has mothballed or sold off a lot of their fleet, but still has a very large Navy.

The PLAN (Chinese People's Liberation Army Navy) has only a few blue-water ships, but is working on expanding. They're buying a number of Russian ships and designs and increasing their submarine strength.

this answer is simple China, most impressive is there submarines. next i would say russia altough the do not patrol many waters. other than that Iran has a pretty smart navy. altough they have older baton's they also like to use RC speed boats in mass numbers to make attacks.

honestly one of the most impressive ships ive been on is the RSS Endurance a Singapore ship.
