Well, i heard it's really cruel can anybody tell me what it is?

It's a CA law which one, allows for the labelling of "dangerous dogs" and two) provides for mandatory spay/neuter of certain dogs.
It's not really cruel, so to speak. But many people are upset with it because it threatens their rights and liberties and, regardless of assertions to the contrary, it is directed at the infamous bully breeds. I have a pit bull, but I do not live in CA. My pitful is a wonderful family member and I can understand the fear the CA bully owners are facing.
The goal of SB861 claims to be the granting of authority to each town which will ultimately eliminate overbreeding of particular types of dogs.

basically it's people telling you, if you have a certain breed of dog, that it is mandatory to spay/neuter them.
