Some other people have said that going to a restaurant is the best way to go. They are correct, but providing you defrost the meat on the bottom shelf of your fridge over night you should be OK. Speaking from a chefs point of view if you want to try it have it done blue or steak tar tare which is raw but marinated with olive oil and lemon juice.

Eating raw beef is not safe in my opinion.

Some serve meat tartare cooked rare.

I don't know how they eat rare or raw meat without getting sick. maybe... drinking lots'a booze kills the germs...

It's no longer popular because of the danger of bacterial contamination and diseases.

The Mexican version marinates the meat in lime juice, which has the effect of disinfecting the meat to some extent.

Among other parasitic organisms that can live in beef, tapeworms can be caused by eating steak tarare. There is absolutely no way to insure that beef is parasite free without cooking it to 160 degrees internal temperature.

Probably not...you don't know where that meat has been, how long it's been exposed to the air and the wrong temperature(s). I prefer my meat WELL done, no pink or blood oozing out.
