I can download the file, but I dont know what to do with it. I download songs in a .rar file, but how do I turn them into mp3?

They need to be extracted. Right click on the rar file and select Extract Here then presto your file is unrared!

.rar files are compressed files, zipped files ... the mp3 is inside of it ...packaged, so it takes less space.
You normally can unzip those files with Winzip .. you can download the evaluation version at:
http://www.winzip.com/ovwc17/downwz.htm
If that doesnt work, you can use Win Rar ... you can download the application at:
http://www.win-rar.com/
Dont use the Buy link ... just the "download" link.

take the file out of the .rar file using winrar

you need to download winrar to open the file, once winrar is installed just right click on the file and click extract here, thats it, i hthis helps, i got winrar from www.download.com or look for it on google
