well you can be like "your the best thing to happen to me" or "i am so glad i met you" or " you mean so much to me." anything along that lines would be good.

you don't even have to speak-up, just plain action will do !
Love is sincerely n genuinely :
care for his/her well being [ lead him/her across the busy road, remind him/her to take medicine etc ]
share his/her work load [ help in the house works like cleaning, washing, cooking etc ]
prepare his/her favorite food/drink or get him/her to the nice restaurant to enjoy those favorite food/drink ]
listening to his/her grievances carefully [ not necessary to provide advice/suggestion ]
surprise him/her with their favorite presents not necessary expensive but painstakingly nicely wrapped n a beautiful own hand writing card !
lots of smile n the list go on .........
