Well in Nottingham we have:
Savai- Opposite bbc really friendly staff.
Red Hot Buffet Shacks- Serves Indian, italian, chinese and thai.
pizza express- Love it even though its not that italian

it may not be the UK but if you ever find yourself in Dublin, Il Primo is excellent. We ate there on our honeymoon and it was one of the best meals I've ever had in my entire life!
It's down a dark alley near St. Stevens Green. It's well worth it!

Bar Italia on Lothian Road in Edinburgh is open until 5 a.m. I suppose it depends upon your definition of "best" and whether you live next to it or not.

if you want proper italian cooking not ponced up pretend italian food try a little restuarant in cambridge called clowns its tiny but the food is wonderful

You could do no better than try Sasso's restaurant in Kingsclere, Berkshire. Superb, elegant, intimate, and the food is to die for.
