I saw this on HGTV "Look what I did show" about a couple in Portland, Maine who did this to a digital photo. It transformed their digital photo in to 98 pages of dots to recreate the photo into a wall mural...it was awesome!

Check out the "rasterbater".
It converts your picture into a series of pages, which you then put on your wall like wallpaper.

The actual output is a PDF file, and you need a printer that can print all the way to the edge of the paper.

Adobe Photoshop can do that
I think you mean make it a screen which you can do in photoshop

Of coarse just blowing it up will make your photo start to become grainy.

You then need to print it probably large format which is about 12 dollars a square foot or so for someone to do that. kinda expensive large prints are.
