I dont see what would keep you or the police from going to the state where this happened and have the police investigate it there.
If your boyfriend wants a drivers license he should go down to the license branch in whatever state you live in and apply for one.
When they ask him if he has another drivers license he should say no.
That will cause the other license to either become invalid or at the very least it will cause a bit of a stir.
The drivers license should not be related to his credit card (yes I get it that he probably used it to apply for the credit card in the first place but he should still be able to get one even with this fraudulent one floating around). Since 9/11 it is a felony to possess this so the other person is more apt to be caught if your boyfriend goes to reclaim what is rigthfully his!

On the credit issues.
I would call the big three credit card companies and tell htem what his going on and send a copy of the police report. Have them put a fraud alert on the account and ask them what the procedures are to find who the former user of the credit lives.
Since the ss number is his, he should have no problem getting the creditors name.
he can send the creditors proof that it was not him and that he was the victim of Identity theft.
They can guide him on the next steps to take.
not sure how old this guy is but your boyfriend should also involve or at least send a letter to the irs and ask them to help since this guy might be working under your boyfriends ss number and thus your boyfriend would owe taxes (or be due a refund etc)
Anywhoo, good luck
your boyfriend is lucky to have you!

The theft and use of any identification is a federal felony. Having been 8 years ago - you may want to obtain a copy of the initial police report - it should exist within the originating agency. Then make an effort to file a report with the FBI - they will or should conduct a criminal record check on the social security number and your boyfriend and determine what has occurred in the last 8 years. Then immediately go to the social security administration and show them the initial police report. Some police agencies like to guard their reports like gold so they may not give you one. Get at least the originating case number that police use to identify criminal reports. Write a letter to the Social security administration listing the report number and ask them for further assistance.

As far as the credit cards or financila loan obtained - You should write letters to the 3 credit bureaus Equifax, Experian and Transunion and report the identity theft. Go to this listed site and learn how to file a report http://www.threecreditbureau.com/tcu_id.asp
