I am not sure where you might worry about. Is it if women are covered, or if they are not covered? Or is it about him telling stories?
The women here in Dubai?.... Yes, some Moslim women are covered, not all of them. But most expat women are not covered. And expats (European, Asian, African, American, everywhere) are a large part of the population.

You have nothing to worry about if you and your boyfriend are in a solid relationship. Dubai is a modern country, with ski slopes and an artificial beach. Many women choose to cover themselves, but it is not forced. There are surely beautiful women in bikinis your boyfriend can gawk at, and many beautiful women wear scarves, too.
