Actually, the saying is "Faint heart never won fair lady" and I think it is true, in the sense that if you are too "faint-hearted" to let a person know how you feel or to make a move toward her, then you will never win her heart.

It's used as an exhortation to action when a man is too shy or reticent to make his feelings known.
